UNIQUE provides high quality,

state and local governments, the private sector and others.
Capability 1 - STAFFING AND RECRUITMENT
Job Analysis- provide instruction in the job content
methodology of validating selection procedure (rating
guide/crediting plan) on which employment decisions are
based; serve as a technical expert and conduct job analysis panels composed of
agency subject matter experts (SMEs) to develop the selection
procedure and crediting plan for use in evaluating applicants'
qualifications for professional, scientific, administrative, technical
and clerical support positions.
Qualifications
Analysis/Staffing -
provide instruction in the US Office of Personnel Management (OPM)
staffing process and apply the
Qualifications Handbook (formerly X- 118) and other evaluation
criteria to assess candidates' qualifications; and qualify candidates
for employment or promotion by agencies using appropriate evaluation procedures.
- Capability 2 - TRAINING AND DEVELOPMENT
Course Design/Development/Training -
designed, develop and instruct specialized courses independently for agencies or for OPM (now USDA Graduate School), e.g., Using the
Federal Regulatory and Guidance Systems, and Advisory
Techniques for Personnelists. Completed design work included an
Instructor Guide and a Participant Manual, supplemented with graphics, and
transparencies. Provide instruction (tailored to the client's needs or
off the shelf) independently (or formerly as OPM instructors) for a
variety of specialized human resources management subjects and
supervisory training, e.g., Basic Staffing and Placement, Personnel
Staffing in the Federal Government, Position Classification and
Position Management, Reduction-in-Force, Introduction to Personnel
Management, and Qualifications Analysis, and Job Analysis.
Capability 3 - POSITION CLASSIFICATION AND
MANAGEMENT
Position Classification and Management- conduct organizational maintenance reviews to assess the accuracy of position
descriptions and classifications and prepare detailed analysis and
discussion of other classification factors; provide advice on the
impact of proposed reorganizations; collect data using questionnaires
and/or desk audit interviews; prepare position descriptions; evaluates
the descriptions using the Factor Evaluation System (FES) or narrative
standards, as appropriate, and prepares detailed evaluation
statements that support the grade of the position; provide expertise in auditing and evaluating
classification appeals; and write job specifications for local governments
and school board/district positions. Design, develop, and instruct
related courses.
Capability 4 - CLASSIFICATION STANDARDS DEVELOPMENT
Classification Standards Development- developed position classification standards for the U. S. Civil Service Commission
(now OPM) as an employee; developed a Managerial Classification
Standard for a nationwide labor union as members of a three-member
team (UNIQUE's primary corporate officials and one other consultant).
Develop classification guidelines in FES for selected series for use by agency
managers.
